IRTBA will be a proactive force for increasing diversity within the industry.

A Year in Review: 2011 Diversity Goal Accomplishments

• Educate the membership as it relates to diversity - make our position known
o Promoting diversity effort through Road Builder Charity scholarships.
o Highlighting Dawson Tech support and graduates through Friday Facts.
o Educated membership about diversity issues related to SB 351, SB 51, Target Market Program, and the Disparity Study.
o Created an EO legislative report to share relevant initiatives with the EO committee.

• Highlight our diversity progress
o Increased DBE membership in 2010 – promoted through Accomplishments.
o Plan to highlight Work Force 2030 effort in fall 2011.
o Met with HACIA new leadership.

• Focus on Work Force 2030 development
o Draft Work Force 2030 report available

• Define commonalities between DBE and non-DBE members of IRTBA
o Working to further subcontractor pre-qualification, through IRTBA sub-committee and participation on IDOT’s committee

• Figure out the true DBE capacity
o Participated in Disparity Study Committee to identify capacity.
o Applied pressure for study release.
o Provided comments on IDOT and Tollway Disparity Studies.

• Educate agencies to the issues of getting the work done
o Shared industry concerns about SB 351, Disparity Study, prequalification, and Target Market Program to IDOT and various agencies.
o Sent letter to Cook County Commissioner, with follow up to CCHD to address inconsistencies in DBE Utilization Plan specifications.
o Resolving reporting issues with Tollway.

• Develop relationships with the minority contractors community
o Setting up meetings for the fall of 2011.
o Promote various agency networking events.
