Ryan Mitchell

Ryan M. Mitchell, DBIA, PMP is Deputy Secretary of Project Implementation at the Illinois Department of Transportation (IDOT). He is responsible for providing executive leadership and oversight for the Department’s most complex and consequential transportation programs and projects, with a focus on strengthening project governance, delivery performance, and the strategic use of innovative and alternative project delivery methods.

Ryan brings more than 15 years of experience in major and alternative transportation project delivery and more than two decades of experience in project delivery and construction. Prior to joining IDOT, Mr. Mitchell served as Administrator of the Michigan Department of Transportation’s Office of Major Projects, where he was responsible for MDOT’s statewide major projects and alternative project delivery programs. Throughout his career, Mr. Mitchell has managed more than $10 billion in public-private partnership (P3) and design-build (DB) projects. He has advised departments of transportation in Alaska, Illinois, Nevada, Pennsylvania, Texas, and Virginia on the development, procurement, and implementation of P3 and DB projects.
